I’m not sure if newer power supplies have corrected this issue, but with my older MacBook Air with the original power supply, the following “heating” trick worked. That’s right, if the square part (shown below) is cold, for one reason or another, it won’t work. It turns out that the 45W charger needs some tender loving care when it is cold. So despite trying to fix the charging (or lack thereof) issue using a documented Apple process, I turned to the Apple Support forums and found a solution that, when you read it, you are not going to believe. My charger was not showing as green or amber or any color for that matter. Unfortunately, this fix did not work for me. Note: The LED on the MagSafe power adapter may change states or temporarily turn off when you reset the SMC.
